Jang Shi-Yool (Ro Woon) is a good to nothing man, who hides his past. Choi Eun (Shin Ye-Eun) runs a sales group. She is a person of principle and justice. Jung Cheon (Park SEO-HAM) is a head of the right government. He wants to get rid of the corruption that exists around the Gyeonggang river. The river itself was once clean and blue, but has become a troubled river reflecting Joseon which has now become lawless.
